Frans van Cauwelaert, a Member of Parliament for Antwerp, was in1910-1935 the dominant figure in the Flemish Movement. He realized thefull equality of Flanders and Wallonia on the basis of the monolingualstatus of each region. From 1970 on, this led to the devolution of power tothe regions.
